Nyamulendo Stunns Law Makers In Ksh. 347 Million KEMSA Probe

On Wednesday, 17th, The Parliament’s Public Investment Committee conducted a hearing concerning the KEMSA scandal. The scam, which involved Covid-19 supplies and equipment, rocked the state agency last year at the height of the pandemic. 

One of the companies at the center of the scandal is Aszure Commercial Services. As such, the committee had summoned it’s directors before them so as to answer questions involving the probe. 

One of the directors, Zubeda Nyamulendo Ngobi, appeared before the committee. Nyamulendo co-owns the company with Phanice Onditi.

The committee chaired by Mvita MP Abdulswamad Nassir listened to the explanation on how the over Ksh. 347 Million tender was awarded.

Nyamulendo was not only modestly dressed, but also answered the questions asked calmly and articulately.

Nyamulendo’s Testimony

She narrated that she went to KEMSA after seeing health CS Mutahi Kagwe on TV appealing for supply of masks. This was shortly after the announcement of the first case of Covid-19 in the country. 

Nyamulendo said she went to KEMSA where she met the agency’s procurement director Charles Juma. She explained to him that her company could supply the masks, even though she did not give any supporting documents.

The company is a furniture and office fittings supplier. So the lawmakers were puzzled as to how they could have been qualified for the tender.

“Because we had a pre-qualification, I walked there and met procurement director Charles Juma and told him I wanted to supply masks. I went back the following day with samples. There was no written document,”

she added.

Former EACC boss Halakhe Waqo was also implicated in the scandal. It emerged that money was supplied through a bank account associated with him.

“I went to ask for a loan and we were not able to. That’s when Halakhe Waqo came in and became a signatory,”

said Nyamulendo.

The committee concluded that Nyamulendo was acting on behalf of others, including Waqo.
