DCI Boss Kinoti Makes Accusations Against DPP Haji

The Director of Public Prosecutions Noordin Haji has been accused of hindering the fight against corruption. The accusations were made by the Directorate of Criminal Investigations (DCI) Director George Kinoti on Thursday.

Kinoti made the shocking revelations to the National Assembly members of the Administration and National Police. He revealed that he has not made any convictions on all the graft cases he had made since he took office in 2018. This is despite forwarding the necessary files to the office of the DPP.

Unconvicted cases

Breaking down the cases at the closed door meeting, Kinoti revealed the total number of files forwarded to the DPP. These are 107 in 2018, 131 in 2019 and 96 in 2020. Of these, none have secured convictions, something he blames the DPP for.

He further added that at some point he took the cases directly to the courts, hence bypassing the DPP. This resulted in 22 convictions made.

According to a member of the committee, the DCI was evidently frustrated during the meeting.

“The DCI sounded a man who has reached the end. While his officers were putting a lot of hours to investigate cases, they end up on the ODPP’s desk without any action taken on them,” said the source.

At the closed door meeting, the DCI head made a request for officers to be protected from directives coming from other jurisdictions. This, he said, hinders the spirit of the officers.

“The law empowering the police must be respected the way it is provided in terms of independence, jurisdiction and mandate,” said Kinoti.

The committee, which is chaired by Kiambaa MP Paul Koinange, has since resolved to summon DPP Haji.

It’s interesting that the two offices tasked with fighting graft have been having misunderstandings. However, it will be even more interesting to hear what Haji’s response will be.
